Tribal Treaty Rights
Under Native leadership and in solidarity with regional treaty-holding tribes, we collaborate to call for a robust cleanup of the Willamette to restore the salmon, lamprey, and other species.
In addition, we support Yakama Nation’s habitat restoration goals for Portland Harbor shorelines.
Habitat Restoration & Community Access
We work to achieve Superfund and upland site restorations that remove toxins, achieve expansive habitat restoration along the existing industrial shores, and integrate greater public access to the Willamette River.
We mounted sustained pressure to win a comprehensive cleanup of the future riverfront nature park, Willamette Cove, and an expanded cleanup at the existing Cathedral Park. These victories lead to habitat restoration and reassurance for communities to feel safe in future access to these sites.

Development Justice
PHCC members fight for Development Justice of land near the river to secure future permanent access and that embodies the priorities of all historically impacted communities.
We work to disrupt outdated planning models in the Economic Opportunity Analysis, which claims deficient industrial land supply; we counter with a vision of a thriving Green Harbor, Green Investments, and Green Jobs.
PHCC helped found the York Work Group, a group built of intergenerational community activists, historians, and leaders who envision a future York Urban Village: reparations for displaced communities; cultural heritage; permanent affordable housing and commercial cooperative ownership in neighborhoods adjacent to the river; and policy measures to prevent further displacement.
